The right to free access to information in the Republic of Northern Macedonia is guaranteed by the Constitution Article 16 paragraph 3 and the freedom to receive and the freedom to transmit information was confirmed by the Assembly of the Republic of Northern Macedonia with the adoption of the Law on Free Access to Public Information for the first time in January 2006 with the adoption of the Law on Free Access to Public Information. In accordance with the harmonization of the European principles in the Official Gazette of the Republic of Northern Macedonia no. 101 of 2019, a new law was adopted which regulates the conditions, manner and procedure for exercising the right to free access to public information available to state authorities and other bodies and organizations determined by law, municipal bodies, the City Skopje and the municipalities in the City of Skopje, institutions and public services, public enterprises, legal entities and natural persons exercising public powers determined by law and activities of public interest, political parties in the area of revenues and expenditures.

The Law on Local Self-Government (Official Gazette of the Republic of Macedonia No. 5/02) in Article 8 determines the obligation for the municipal bodies, council commissions and public services established by the municipality to inform the citizens about their work, as well as about the plans and programs. which are important for the development of the municipality. At the same time, the municipality is obliged to provide citizens with access to basic information about the services it provides.
In accordance with the legal regulations, a one-stop shop system has been put into operation in the Municipality of Delchevo, which provides access to citizens' information on the work of the municipal bodies. That is why the Council of the Municipality of Delchevo adopted a list of public information (at its 17th session held on 08.02.2007) in accordance with the legal regulations that are available to the citizens and are submitted to them upon their submitted Request.
An applicant for information can be any legal and natural person, a citizen of the Republic of Macedonia, a foreign citizen or a stateless person, and the applicant is not obliged to state why he / she needs the information, that is his / her right.
Requests for information are submitted in writing or electronically (email: ijk@delcevo.gov.mk) на образец пропишан од Агенцијата за заштита на слободен пристап до информации од јавен карактер а со измените во Законот поднесувањето Барање е дозволено и на начин ако не е на пропишаниот Образец но само ако е насловено дека се работи за информација од јавен карактер и ги содржи потребните податоци за барателот на информација , а имателот на информација е должен да одговори на барањето ви рок од 20 дена од приемот на барањето. Барањето се поднесува преку архивата на Општина Делчево и на електроска пошта (ijk@delcevo.gov.mk), а на истите одговара согласно законските регулативи лицет овластено од градоначалникот за давање на информации од јавен карактер. Доколку барателот на информација не е задоволен со добиениот одговор на бараната информација може да поднесе жалба до Агенцијата за заштита на слободен пристап до информации од јавен карактер.
