Pursuant to Article 50 paragraph 1 item 9 of the Law on Local Self-Government (Official Gazette of the Republic of Macedonia No. 5/2002), Article 12 paragraph 3 of the Law on Libraries (Official Gazette of the Republic of Macedonia No. 66 / 04.89 / 08,116 / 10,51 / 2011,88 / 15,152 / 15 and 39/16) and Article 22 and Article 23 of the Law on Labor Relations - Consolidated text (Official Gazette of the Republic of Macedonia no. 167/2015) and in accordance with Article 13 of the Statute of The Public Local Library "ILINDEN" Delchevo with number 02-20 / 5 from 06.03.2019 and the Decision for announcing a Public competition for selection of the Director of the Public Local Library "ILINDEN" Delchevo with number 08-1265 / 1 from 30.07.2020 year, the Mayor of the Municipality of Delchevo announces
PUBLIC COMPETITION
For election of director of the Public Local Library "ILINDEN" Delchevo
The director is elected for a term of four (4) years.
The interested candidates should meet the general conditions determined by law as well as the special conditions provided in the Statute of the Public Local Library "ILINDEN" Delchevo with archive number 02-20 / 5 from 06.03.2019, as follows:
General conditions
- To be a citizen of the Republic of Northern Macedonia;
- At the moment of the election, with a final court verdict, no sentence or misdemeanor sanction or prohibition to perform a profession, activity or duty has been pronounced;
- To have obtained at least 240 credits according to ECTS or completed VII / 1 degree of higher education;
- To have a minimum of five years of work experience in the field of culture or five years of work experience in works or projects in the field of culture based on concluded work contracts;
Special conditions
Draft program for work and development of the library for a period of 4 (four) years;
- To have one of the following internationally recognized certificates or certificates for active knowledge of English not older than five years:
-TEOFEL IBT-at least 74 points;
- IELTS - at least 6 points;
-ILEC (Cambridge Englisha: Legal) -at least B2 (B2) level;
-FCE (Cambridge English: First) -passed;
-BULATS -at least 60 points;
- The director who is appointed in the period from the day of entry into force of the Law on Appointment and Amendment to the Law on Culture (Official Gazette of the Republic of Northern Macedonia no. 11/18), is obliged to fulfill the requirement for foreign language knowledge within from one (1) year from the day of his appointment.
The mandate of the director who will not fulfill the condition for knowledge of a foreign language within the deadline determined in paragraph 1 of this Article shall be terminated.

Schedule of working hours
–Working days -Monday-Friday;
-Working hours per week-40 hours;
-Working hours from 07.30-15.30;
Salary
The established net salary is 29,289.00 denars.
The deadline for application of the interested candidates is five (5) working days from the day of publishing the Public Competition in the daily newspapers (Nova Makedonija, Sloboden Pecat and Lajme) and the website of the Municipality of Delchevo www.delcevo.gov.mk, bulletin board of the municipality and bulletin board of JLB "Ilinden" Delchevo;
In addition to the Application, the interested candidates should submit:
-Brief biography –CV;
-Motivational letter;
-Certificate of citizenship;
-Diploma or certificate for completed professional training;
-Medical Certificate for general health ability at the workplace issued by an appropriate health institution;
Confirmation from a competent body that no measure of prohibition to perform a profession, activity or duty has been pronounced;
Proof of fulfillment of the conditions for knowledge of English;
Proof of knowledge of working with computers and office work;
-Plan and work program of the Public Local Library in the next four (4) years, namely 2020 -2023;
-Statement for personal data protection;
